Transformação organizacional da área de gestão de pessoas da Universidade Federal Rural de Pernambuco : um estudo à luz da investigação apreciativa

Resumo: This work had as general objective to study how the organizational transformation through which the Humans Resources Management area of Universidade Federal Rural de Pernambuco (UFRPE) happened, from the point of view of Appreciative Inquiry. The theme was chosen based on the consultation of the Institutional Development Plans (IDPs) of UFRPE, in which the transformational character assumed by this area is observed. The theoretical framework addressed the following topics: Humans Resources, with emphasis on federal public administration; and Appreciative Inquiry, addressing its main concepts. The qualitative method was used, configured through a descriptive and explanatory research. Data were collected through appreciative investigation, with the application of the 5-D model (1-D - Definition, 2-D - Discovery, 3-D - Dream, 4-D - Planning and 5-D - Destination) directed to the people directly involved in the organizational transformation process of the Humans Resources Management area of UFRPE. Together with servers and a former server, meetings and interviews were held, as well as the use of a questionnaire and appreciative workshops that approached themes seeking to answer the proposed research problem. Thus, an appreciative interview was conducted with the first holder of the People Management and Development Superintendency of UFRPE, in addition to the application of a questionnaire and two appreciative workshops with a collaborative group composed of different PROGEPE/UFRPE segments that experienced the organizational transformation of this area. The 5-D model has advanced to phase 4-D (Design). The data collected were submitted to content analysis and underwent the process of triangulation of data and methods. The results of the research show that the Humans Resources Management area of UFRPE, which is transformed from the former Personnel Department to the People Management Department, had its main focus focused on the processes (media), and came to value more people (ends), reducing bureaucracy and adopting managerial systems in their work procedures. It was also possible to observe the great investment in the qualification and professional training of the employees as a contribution to the success of the process of organizational transformation. In addition, it should be noted that, to all the employees in the Humans Resources Management area of UFRPE, it was possible to participate in the strategic planning of the organization, so that each one felt part of a great team, which contributes to the results. Not less importantly, the results also show growing concern about performing their duties with strict observance of legality, improving work processes in order to make problem resolution more agile, along with constantly updating internal procedures based in new legislation, in order to observe the best use of the resources of the public treasury. Finally, it is important to emphasize that the process of organizational transformation continues, as well as there are many dreams to be pursued by the servers, such as a new building for PROGEPE/UFRPE, the creation of a talent bank, the total computerization of processes of the area, among other aspects. The results are in line with the affirmative topic chosen by the collaborative group as the center of the 5-D model. That is: "to strengthen the role of the institution through the formation of a qualified, humanized team focused on care server, its appreciation and professional growth, and the quality of life of all who are members of UFRPE, aiming at the effectiveness of public resources ”.
