This dissertation aims to develop an appreciative evaluation process applied to the case study of the Centro de Documentação e Pesquisa (Cdoc) of Fundação Joaquim Nabuco (Fundaj) in order to put into practice a strategy that is positive and generative. To this end, we used Appreciative Inquiry (AI) as a tool for institutional evaluation and a formative feedback strategy, which subsidized a qualitative case study in relation to the research question and objective. Thus, the constructionist characteristic of AI was considered, along with a descriptive-exploratory and interpretive format. For data collection, a collaborative group was formed, consisting of eight Cdoc members, from both the managerial and technical levels. Data collection followed the script associated with the 5-D model: 1-D Definition, 2-D Discovery, 3-D Dream, 4-D Design, and 5-D Destiny, materialized in the form of appreciative workshops, with face-to-face meetings and prior submission of questions to be answered, debated, and validated, having reached the 4-D stage, which was associated with the SOAR/FOAR model: Strengths, Opportunities, Aspirations and Results. Thus, the choice of the scope of the appreciative evaluation of Cdoc was defined as a center for the preservation and management of private archival collections of historical and cultural value and the development of studies and research referenced in this collection, with the purpose of diffusion. The discovery of Cdoc's positive nucleus considered the collection as a technical and cultural asset of the institution, alongside its human capital with its emotions, wisdom, and core competencies as vital elements of management. Another important source for the study was the internal audit report carried out by the Controladoria Geral da União (CGU), whose recommendations were incorporated into the generative design and the provocative proposals adopted in the evaluation process, which included three dimensions: a) logistics; b) technology and systems, and c) essential competencies applied to the Cdoc study. The logistics dimension worked on two axes: a) to overcome the lack of career and support staff, aiming to mitigate the low quantity of workforce in Cdoc's core activity, and b) to strengthen the management, norms, and internal controls of the main risks inherent to the work related to the collection. The technology and systems dimension was consistent with the need to improve the use of the Sophia Collection and Library Systems. In turn, the dimension of core competencies represented the full combination of skills, knowledge, attitudes and experiences of Cdoc employees appropriate for the management of Fundaj's private archives, bibliographic and museological collections. The conclusions are linked to the demands for the development of a Strategic Planning and Integrated Management, supported by a plan of institutional goals (according to the mapped processes) and a People Development Plan as an effective management tool, in addition to a Contingency Plan (emergency) to strengthen the protection of the Cdoc collection, which constitutes a valuable Brazilian public and cultural asset. |
