Contribuições da investigação apreciativa para a criação e implantação de um banco de talentos em uma instituição federal de ensino superior

Resumo: The present study sought to analyze what contributions the Appreciative Inquiry can offer in the context of a pilot research carried out at the Unidade Acadêmica de Serra Talhada, regarding the creation and implementation of a Talent Bank, extended to the Universidade Federal Rural de Pernambuco. Considering that the Talent Bank is an instrument that facilitates Human Resource Management in organizations, the framework involves content that deals with the development of Organizational Theories, which underlies the evolution of the Human Resource Management area in organizations. In this context, the Human Resource Management by Competence is focused as an emerging theme in the Public Sector and Knowledge Management is presented as a strategic organizational factor, alongside Appreciative Inquiry (AI), approach and methodology that guides this search. Of qualitative nature, the methodology included the data collection composed by benchmarking made with institutions that already have Talent Banks and subsidized the formative panel used during the research; appreciative interviews with leaders of UAST and UFRPE; participant observation and documentary survey. Another procedure consisted in the realization of workshops carried out by a collaborative group consisting of eight servers coming from the academic and administrative areas of such Unit, whose managers gave full support to the accomplishment of this work. An appreciative action research was carried out in conjunction with the collaborative group, using the 5-D AI model (1-D Definition, 2-D Discovery, 3-D Dream, 4-D Design and 5- D Destiny). In addition, data collection, analysis and validation were carried out simultaneously, in a participatory and interactive way with the collaborative research group. At the same time, content analysis and positive discourse analysis were used to examine the material collected during the research. The results were delineated in close integration with each of the "Ds" of the appreciative cycle, whose peculiarities served as source of learning and valuable contributions, generating provocative proposals for the accomplishment of the Talent Bank in UAST/UFRPE, on the scale of a pilot research. On the other hand, the conclusions of the work point out that both the recognition of human and organizational potentials to be properly exploited should be emphasized, as well as the adoption of strategies that aggregate individual and organizational competences, which can be integrated into the electronic system that is in stage of acquisition by the institution. Within UAST, the appreciative contributions show how the university community was successfully engaged in the process of designing and implementing its future Talent Bank, with a later extension to the organizational whole. Finally, the work brings important advances to the area of People Management of UFRPE, in its process of organizational transformation.
