With the institutionalization of the right to health for all citizens, resulting from the promulgation of the Federal Constitution in 1988, which establishes the constitutional principles guiding the Unified Health System, providing for its actions: universality, integrality, equity, decentralization and social participation , Which can be translated into constitutional terms, as a commitment assumed by the state with the citizen, had been necessary in order to meet this challenge, several actions, strategies and programs, translated into public policies, which have been implemented in order to operationalize , guarantee and qualify access to the health system, in the search to consolidate a universal, equitable and above all, public system that meets the needs and expectations of the population. The recognition of Primary Health Care as a first contact with the system and a gateway to health care, coordinating and directing health care, as well as the growing progress in the implementation of public programs and policies and, consequently, increasing investments in health. OBJECTIVE: To analyze the implementation of the National Program for Improving Access and Quality of Primary Care, in the Municipality of Três Passos, Rio Grande do Sul State, Brazil. The objective of this study was to analyze the implementation of the National Program for Improving Access and Quality of Primary Care, Under the perception of users. METHODOLOGY: Qualitative, descriptive-exploratory research with users who, by free demand, sought care in the Primary Care Network of the Municipality, using as an instrument for collecting information, individual recorded interviews with semi-structured questions, with prior planning of topics, The objectives of the study, being the data analyzed according to Minayo's proposal (2014), through content analysis, more specifically, by thematic analysis. RESULTS: The present study made it possible to analyze the implementation of this program in the city of Três Passos / RS, based on the perceptions of the users, who showed little knowledge about it, although they do not link the changes perceived to the program, identify and recognize the Advances and improvements that occurred concurrent with its implementation. It is possible to evaluate through the material collected the attributes of access, longitudinality, completeness and coordination, constituting an important tool for the evaluation of public policies, management and health actions.
