The deaf user of Libras does not tolerate the national politic to especial education into perspective of inclusion education and have been claimed by a bilingual education. Thereby, in this thesis the general objective is: analyze the sense assigned by deaf user Libras about his/her access to scholar education in order to prove the thesis that deaf conceive scholar education intellectual and social development local but it is mediate by respect to Libras as a condition to his/her educational development. Therefore, it was supported by Vygotsky theoretical categories: sense, experience and mediation. The qualitative research was choose with two analyses techniques: documentary and interview. The procedures was: collection of documents and constitution of corpus by 27 documents and interviews to 07 deaf by communication in sign language obeying the ethical code number 466/12 and it was submitted to Analyze of Alceste with interpretation from Dendogram Descending Hierarchical Classification. The results were: the national politic to especial education replicates of especial education and the participants concept the bilingual education as an ideal model to attendance theirs linguistic specificity because Libras and visuality are a mediate axis to the pedagogical practice. By the way, thesis was proved because the education to deaf is a way of intelectual and social development and has de sign language as a condition to educational process.
