Relações intergovernamentais e a gestão municipal da educação escolar: um estudo da implementação de programas e projetos federais em municípios do estado da Bahia

Resumo: | This thesis analyses intergovernamental relations (RIGs) at the scope of the PARs (Articulated Actions Plan a federal action programm). This study has as its objective to come to know how occurred the local implementation of federal programms in municipalities of the State of Bahia. To achieve this goal we analysed recent changes in federative relations and their unfolding upon the intergovernamental relations at the Educational field. From the study of the normative devices presented at the Constitutional Text, this analysis established possible designs and dynamics, envolved at the work of materialization of the constitutional determination that previews the collaboration between the federated entities. The literature researched, based on educational politics, has presented poliphonical meanings about the term regime of collaboration, and its related discourses pleaded the organization of a National Education System in a federative country.This study verificated that, parting from the divulgation of the PDE, the conception of collaboration regime as federal programms and activities to be implemented by subnational entitites, was effectively realized through the introdution of a monitoring device of intergovernamental relations: the PARs. In addition, this study verificated that the Brazilian literature about educational politics, in analysing local implementation of federal programms through the PARs, highlights their potencialities for the local planning, undertaking their feature as a monitoring device of local implementation of centraly-formulated programms. To analyse the local procedures in implementating programms and federal projects through the PAR device, we selected 3 municipalities with distinctive features, all of them situated in Bahia. At these municipalities was verificated an amplification of federal programms in developing process, without expressive increases at the financial resources through voluntary transfer from the Union. This process affected the local actors from two different ways. At one hand, from the administrative adjustments practiced by the municipal boards of education, and at the other hand, by local actions adjustments to the planning timing established by MEC, through the PARs. The study concludes by noticing the relevance of this device of intergovernamental articulation, as a bearer of a regulation mechanism, verificated through the intergovernamental relations performance of the Brazilian Educational System. |
