Strategic Environmental Assessment (SEA), being an important instrument in decision making, systematizes environmental socioeconomic, cultural and geographical data and information as subsidies to developed studies. When using it for the fishing sector on the beaches of Ponta Grossa and Redonda, municipality of Icapuí, it is intended to find out how a fishermen community can find alternatives of income preserving conditions of sustainability. To this end, the participation and representativeness of the sectors involved in the strategic diagnosis that identifies the fishing, innovative alternatives and what to do to stimulate such alternatives must be guaranteed. It is known that the SEA can be used as an instrument to help meet development challenges arising from, among others, the sustainable use of natural resources. It also allows promoting regional development, innovating observing the cultural diversity of populations. This doctoral thesis, when proposing an SEA methodology for the fishing sector, considers innovation in product, process, marketing and organizational fisheries activities. Working in the municipality of Icapuí/CE, that occupied the 92nd Human Development Index among the 184 municipalities of Ceará, where the majority of the population is engaged in fishing activity, according to the Institute of Research and Economic Strategy of Ceará (IRESC) of 2014, the results of the thesis presents a contribution to remove the population from the extreme poverty line. In the methodology, is used technical procedures that involve documentary and bibliographical research; the method is the hypothetical-deductive with qualitative approach and descriptive objectives on a case study. As a result, in terms of scientific contribution, it is expected to increase the stock of knowledge and literature about SEA, particularly for fishery sector, which considers innovative conditions: product, process, organizational and marketing innovation. That information will be included as Critical Decision Factor (CDF) in the SEA. Thus, from a scientific point of view, the work becomes original since, in addition to being a SEA model for fishing in Ceará, it incorporates the innovation component in its four dimensions, product, process, marketing and organizational, as a factor os sustainability for the sector. It is intended to benefit the community involved in the research from the knowledge of organizational innovations, products and processes and the identification of new market niches with consequent increase in income generation from fishery. |
