This paper aims at analyzing the Continuous Cash Benefit (BPC) program, temporary income transfer, the monthly value of 01 (one) minimum wage, for older than 65 (sixty five) years or older and disabled people disabling for work and independent living, whose family income is less than ¼ of the minimum wage. To that end, seeks to know the way in which this benefit promotes social inclusion of disadvantaged people in order this is often the only income of the individual and his entire family. Therefore, we seek to determine whether this benefit reaches its main objectives, namely: to build citizenship, minimum social rights protect a sizable portion of the population - that otherwise could not exist - that contribute to minimize social inequalities, to promote the social inclusion of underprivileged and as well as affirming the fundamental principle of human dignity, according to Article 5 of the Federal Constitution.
