Governança participativa local: uma análise das oportunidades e das consequências da participação cidadã no planejamento orçamentário de Curitiba

Resumo: In order to contribute to the improvement of participatory governance and the construction of public policies, this research aimed to understand the processes of budgetary participation in the city of Curitiba from the Fala Curitiba Program, analyzing its offline and online tools, the impact of citizens’ contributions on budgetary laws, and the perception of managers regarding the role of participation in the budget. Participation is one of the significant challenges of current governance models, which advocate the introduction of relations between local governments and the population as a strategy to qualify management, seek sustainable development and contribute to implementing public policies based on the needs and interests of people.To this end, public hearings and consultations are spaces for dialogue between government and society, guaranteed by law, which aim to provide opportunities for popular participation in the planning and management of the city. Thus, a case study was carried out on the Fala Curitiba Public Consultation Program between the years 2017 and 2020, using a qualitative analysis of the data available on the Fala Curitiba Portal and the website of the Municipal Planning, Finance, and Budget Secretariat. Data were also collected from interviews and questionnaires with municipal political agents, aiming to capture the perception of these actors about the influence of citizen participation. To analyze these data, the content analysis technique was used. From the research question, the study concludes that although municipal managers have an effort to provide opportunities for citizen participation, the process of public consultations in Curitiba has limitations since only a few popular indications are expressly included in the budget laws. Despite this, the population’s contributions in participatory spaces subsidize the management of public services, correcting directions, improving processes and are turned into benefits for society. As a contribution to public administration, this research listed recommendations to improve participatory processes, such as transparency and the effective execution of the demands indicated by the population, which can encourage participation according to democratic ideals.
