Resumo: The dissertation examines the relations between the Local Production Arrangement Irrigated Fruitculture São Francisco Valley Submid and the Trade Flows Interstate and International Pernambuco and Bahia. The APL is studied part of a global economic context of profound changes Competition, as approaches such as cooperation and innovation technology became both analytical instruments as essential for policy formulation. The conceptual basis used on clusters came from work and pioneering studies of the Research Network on Local Productive and Innovative Systems / RedeSist, a group interdisciplinary research at the Institute of Economics Federal University of Rio de Janeiro, which has working in partnership with several universities and research institutes in Brazil and abroad and has wire as methodological studies of identification and developing the concept of arrangements and systems local production. This study addressed the following issues: i) What is the advantage in perspective socioeconomic status, a change in the flow of trade in Local Production? And ii) that policies local development would integrate the production of APLs Pernambuco and Bahia, the economic states. The answers to problems, as well as the goals of research, are based on secondary data (literature and documents) that seek to deepen the thematic Local Production, Local Development, Policy and Trade Flows in particular, understanding aspects and relationships which are not always natural systematized and analyzed with the appropriate instruments analytical. To complement the data analysis and references used interviews were conducted and consultations with key actors in the cluster. Procedures methodological and conceptual references of the main dissertation were: Local Development, Local Production Arrangement, Policy and Trade Flows. The research scenario is the area called the São Francisco Valley Submid/VSMSF at semiarid Pernambuco and Bahia, highlighted region due to investments in irrigation, research, production, and export of fruits, vegetables and wines. The database on registration of products used for construction of Trade flow is provided by the Department of Foreign Trade, Ministry of Development, Industry and Trade (SECEX) through ALICE-Web - System Information Analysis Trade via Internet - to values Export and Import. The other is based on tax code and made available by the Registry Treasury of Pernambuco (SEFAZ-PE) and Bahia (SEFAZ-BA) that from the National Classification of Activities Economics (CNAE) records the inputs and outputs goods and supplies in the States. The considerations it was found that the major producers and exporters importers have different positions and relations in commercial transactions, and that more is needed strengthen the institutional environment of clusters productive, stimulating competition, learning and knowledge through cooperation and innovation. The closer relationships between actors of a territory are advantage in promoting technological innovation element instrumental in developing local and global APL. In respect to the fruit growers of the VSMSF, the focus remains on the external market, but with a strong bias for the internal market, especially through large retail chains, and also agribusiness.
