Políticas públicas intersetoriais: convergências entre educação em saúde e alimentação escolar

Resumo: This dissertation addresses the themes of health education and school nutrition, bringing light to the ideas that converge on these two themes. In this context, there are policies public institutions that guide health education within the school environment. Among such policies is the National School Food Program (PNAE), which aims to contribute for the growth and biopsychosocial development of students. The PNAE is guided by food and nutritional education actions and the provision of meals that meet the needs of nutritional needs of students during the school period. Another important policy of health education is the School Health Program (PSE), which seeks to contribute to the full development of public school students in basic education. This aims to strengthening of actions that integrate the areas of education and health in confronting vulnerabilities, expanding access to health services, improving the quality of life and supporting the training process of health and education professionals. The dissertation discusses the topics of the Human Right to Adequate Food (DHAA), policies intersectoral public institutions (PNAE and PSE) and health education. The concept of DHAA, developed based on the assumptions of the history of hunger in Brazil and the creation of policies public institutions that align themselves with the dissolution of this grievance, dialogue with intersectoral policies highlighted. These two policies were analyzed based on their creations, intentions, experiences and changes. The concept of health education was worked on starting from intersectorality, its methodologies and application in educational actions. Its about a qualitative descriptive-analytical study that was produced through a bibliographic review, documentary analysis and also from data collection through an online form, with nutritionists who work in the health and/or education sectors, in municipalities in the state of Rio Grande do Sul. The general objective of the study was to analyze the relative intersectorality of government health and nutrition programs within public schools. The goals Specific objectives sought to: a) identify how the human right to adequate food integrates the adoption of food and nutrition policies; b) understand how school feeding it can be a way of working on health education within schools; c) identify the differences/convergences in the perception of nutritionists who work in both programs and, d) investigate the recommendations of the official documents relating to the two programs and understand its practical limitations. The research results highlight the importance of intersectoral work and the difficulty of translating the theoretical strategies developed by Ministries of Health and Education in official documents for professional practice who work in both programs. It is concluded that intersectoral work can be a way to bring about the convergence of the two programs and that this does not happen in practice due to the lack of working conditions of these professionals (work hours, recognition and encouragement of activities), mainly within municipal administrations.
