Resumo: This study adopts the general objective of analyzing some causes of crime, which has a negative impact on the prison system. Its approach is innovative in looking at the analysis of prison management itself as one of the causes of the crisis in this public service. More specifically, it seeks to broaden the understanding of the complexity that involves the Brazilian prison crisis, demonstrating how the positions regarding the prison system are formed from that. Also in a pioneering way, it deals with the prison system as a chaotic system and is built from the population equation, the impossibility of making predictions about the future of the public service provided and its crisis, in addition to committing itself to analyzing the issue between and beyond border territory. In order to deepen this phenomenological analysis, with a qualitative approach, a careful bibliographic and documentary survey was carried out. The collected data built the research collection, which organized and decoded demonstrated how much the social pressure for a more efficient public service and, the attractive promises of the modern forms of administration of the public thing, determining factors for the approximation of the public service to the characteristics private management. The Study hopes to be relevant because suggest, in the end, the preparation of the prison public manager in the face of the adversities of the prison system, questioning the simple-looking solutions mask a certain lack of commitment by the Government in relation to investments and planning in different areas of the prison system for successful management.
