Resumo: | The aim of this dissertation was to study the municipal plans of Ubiratã, Cafelândia and Goioerê in Paraná. Based on the educational policy called the National Education Plan (2014-2024), specifically target 1, early childhood education, in its indicators A and B, which deal with access to daycare (0 to 3 years) and pre-school (4 and 5 years) and since education is a right of all and a duty of the state, the research sought to verify compliance with the target in municipal plans, initially seeking to analyze historical issues that early childhood education has gone through to the present day, analyzing how neoliberalism has influenced the development of policies for this stage of education. The next step was to understand how education is financed in its three spheres: municipal, state and federal, with a focus on the Fund for the Maintenance and Development of Basic Education and Valorization of Education Professionals (FUNDEB), as well as other sources of funding, such as the education salary and other federal government programs, such as the pro-childhood program. We then went on to study the three municipalities in detail, analyzing the data collected and the interviews conducted. The research is characterized as qualitative-quantitative and took place from 2015 to 2019. The methodology used was bibliographic and field research, where the bibliographic research was based on researchers who have dedicated themselves to studying these themes. Data was accordingly sought from books, articles, theses and other sources. The work also consisted of collecting data from official websites such as the Brazilian Institute of Geography and Statistics (IBGE), the Paraná Institute of Economic and Social Development (IPARDES), the Ministry of Education (MEC), the National Institute of Educational Studies and Research Anísio Teixeira (INEP), the Integrated Planning, Budget and Finance System of the Ministry of Education (SIMEC), the Information System on Public Budgets in Education (SIOPE), as well as the City Halls and Municipal Education Departments. The results showed that municipalities are struggling to meet the early childhood education target and that the struggle to guarantee rights for this stage of basic education is still great, as education is not treated or seen as a priority by managers and is often neglected. |
