Resumo: | This This paper aims to deal with the Right to Communication and Right to Information in the Network Society from the use of Information and Communication Technologies (ICT) by the social movement FNDC as a strategy to disseminate the issue related to the democratization of the media. In this sense, Brazil, unlike other countries such as Germany, France and Canada, the State offered the private initiative the possibility of executing the broadcasting service. Therefore, the composition of the Brazilian social communication scene generated the domination of the system by large private communication groups, which were marked by the consolidation and hegemony of these large commercial private groups in national reach and acting in several segments. On the other hand, the perspective of domination as the stage of the great networks shows the social movements as actors responsible for proactive action in order to promote the mobilization and knowledge about the democratization of the media. Therefore, based on the wounds of the right to communication and information in the Democratic State of Right, the modus of modification in this scenario is projected from the architecture of the TIC, especially the Internet, where the FNDC reveals itself as the social movement Autonomy of greater evidence and repercussion in this matter, having under its aegis the maintenance of the discussion of the subject, as well as the prerogative to promote the broadening of the discussion and awareness on the subject of the democratization of the communication vehicles in Brazil, besides the risk of this concentration of the Sector to the right to communication and the right to information, there is also the harmfulness to the Democratic State of Law, when dissenting voices are silent and the plurality of social organizations, activists and social movements are silenced. Within this scenario, it is justified the correctness and the proposition of the present research, which focuses on verifying the strategies of visibility and dissemination of the theme of democratization of the media in Brazil from the FNDC, in cyberspace, from the use of ICT , In order to generate reflection, debate, information and awareness about the scenario of the Brazilian media, concentration of the sector and injury to fundamental rights and guarantees, especially the right to communication and the right to information. Thus, configuring the making of the present research was chosen using the method of inductive approach, starting from a conception of the rights above narrated, to gather a general representation about the dangerousness of these when suffocated by the concentrated media. As a procedural method, the historical and functionalist method was selected, as well as a research technique based on a documentary source and a bibliographical research, in order to provide the elements for the desired theoretical construction. Finally, the emergence of ICTs as potential instruments of diffusion and visibility of the democratization of the media in Brazil was verified, being used as a great artifice of social movements, especially the FNDC, with the objective of change and transformation in the media scene from the country. |
