Resumo: The prison system is a broad theme, which can be analyzed from different perspectives: effectiveness of the prisoner's social reintegration, detailing of elements that make up the effective cost of incarceration, adoption of alternative measures to deprivation of liberty, and other perspectives. Most of the scientific studies on the prison system has a criminological approach. In this context, the present study aims to analyze the management of the prison system of Sergipe, answering the following question: how is the prison system of the State of Sergipe and what actions can be taken to improve its functioning? Thus, the objective was to carry out a detailed diagnosis of the penitentiary system of Sergipe and to propose public policies that could contribute to the improvement of this system, solving and mitigating identified problems. The choice of the subject is justified, since in the last ten years there has been a marked increase in the number of prisoners, placing Brazil in the 4th position of the largest prison population in the world, presenting a situation of overcrowding in establishments. In addition, in Sergipe there are similar problems to the national view, with a growing prison population and overcrowded prison units. It can be stated that the prison context in Brazil and in Sergipe is critical, presenting serious problems regarding its management. This study was characterized as a qualitative, exploratory, descriptive research, of the type of case study, counting on primary and secondary sources, documentary corpus and on-site observations. The content analysis was used as data analysis technique. Among the main results are the identification of a high occupancy rate in the prison units of Sergipe, caused by the lack of vacancies, prisons in precarious conditions, the high percentage of prisoners without trial, the finding of financial imbalance in the application of resources and the lack of public servents. Finally, public policies are proposed, in order to mitigate the problems identified, in terms of decreasing incarceration; in order to contribute to the economy, efficacy, efficiency and effectiveness of the prison system; And for structuring, professionalization and technical improvement of the prison servant.
