Resumo: The non-compliance with gender equality in the National Congress can be confirmed from the analysis of data brought by IBGE. Despite representing more than half of the Brazilian electorate, women are under-represented, with no equivalence or even closeness between the proportion of voters and women occupying the positions of federal deputy or senator. The general objective of this research is to analyze the situation of female under-representation in the National Congress against the objective for sustainable development 5, concluding that this has not been met. As specific objectives, it is intended to conceptualize sustainable development, as well as to make a brief analysis of the main documents until the 2030 Agenda in order to verify all its evolution and impact; address the issue of gender equality as a human and fundamental right; It is essential to trace the history of women's struggle for political rights, as well as bring the historical documents that guaranteed women's rights, discuss the role of feminism in the struggle for rights as well as bring to light the issue of gender and its theories (in order to allow a greater understanding of the scope of the concept of woman - even if the objective does not involve dealing with gender ideology). Finally, statistical data are presented that prove the underrepresentation of women in the National Congress, and affirmative actions are presented (gender quotas for candidacies and for Party Fund resources) that aim at a greater approximation and/or reach of gender equality in positions of federal deputy and senator. On the state of the art, no research was found that relates all these concepts, as this is a topic that still needs to be explored. The method used will be deductive. As for the purposes, the research will be exploratory and explanatory and as for the means, it will be documentary and bibliographic.
