Humanization in health in the casualization of the labor process: analysis about the National Health Humanization Policy in the SUS, work result of the master in the Graduate Program in Public Policy at the Federal University of Maranhão, in order to analyze the National health Humanization Policy in the context of neoliberal adjustment, implementation of new forms of management in the NHS and the precariousness of health work, from 2003 to 2014. Therefore, we used the historical and dialectical materialist method, developed Marx, appropriating of the "work", "humanization", "alienation" and "capital." The methodology included a documentary theoretical basis, using official documents published regarding the Humanization Policy of Health, laws and constitutional amendments deal with the new conformation of health management in the country, the Health National Humanization Policy page on the World Wide Web , scientific articles related to the analysis of PNH and transformations in the labor market, in particular, work in health and reports of organizations / social movements for the health System. First, we discuss the relationship between the neoliberal State and organization of the Brazilian health system, followed by analysis of the National health Policy, questioning the concept of relativity "humanization" seeking a definition that meets the need for a critical analysis and, thus, point, from the materiality, the process (un) humanization. To finally get to change the world of work, emphasizes the precariousness of health work with the creation of new health management models, such as social organizations, Organization of Civil Private Law Society, Private Law State Foundations and company Brazilian of Hospital Services. It is concluded that the Humanization Policy can not achieve the changes that are proposed first by the emphasis given to language as changing engine, and second, for failing to solve the problem of dehumanization, as the growing process outsourcing and flexibility labor. |
