Resumo: This piece of work has as general objective to analyze the process of health care privatization through the introduction of the Brazilian Hospital Services Company (EBSERH) as general manager of the University Hospital of Federal University of Maranhão (HU-UFMA). In order to understand the changes that have taken place in the University Hospital of Federal University of Maranhão (HU-UFMA), the work focus on the investigation of a single specific objective: the change management impact-analysis regarding to the education-research-extension university tripod, and therefore as these changes interfere in health care under the Unified Health System (SUS). The work traces the historical-social framework that created the conditions for a change in social production at the international level, how these changes directly af fect the national states, and the reform agenda in health care policies under the aegis of the World Bank. The underfunding process of health care is discussed, investigating the dispute and use of the public fund, and how the historical underfunding of the health care sector has direct implications for the universalization of health care access and quality of service offered. However, the issue is treated as a management problem, which the solution imposed by the government involves the introduction of "new management models", among them, the Brazilian Hospital Services Company (EBSERH). At last, the author conducts an impact analysis of the introduction of the EBSERH in the University Hospital (HU-UFMA) concerning the university tripod. It concludes that the Brazilian Hospital Services Company presents itself as a materialization of the neoliberal politics of the public patrimony and denial of the right to health and quality education inside the University Hospitals.
