Resumo: This research deals with the aspects of urban public policies that impact the mobility of children in the city, taking the city of Fortaleza as a spatial focus and the "Caminhos da Escola" Program as a case study, adopting a quantitative-qualitative and exploratory approach. The research begins with a bibliographic review on the historical evolution of public policies and legislation related to the protection and promotion of children's rights in the city, identifying historical milestones, challenges and advances in this area. Next, an analysis of concepts about children and the city is made, considering the inclusion of a child's perspective and emphasizing the urgency of rethinking urban design to ensure safety and accessibility, providing environments that are more conducive to the healthy development of children. In the next stage, a survey of specific proposals and policies regarding child mobility in Fortaleza is carried out, studying its challenges and opportunities, ending with the analysis of the "Caminhos da Escola" program through the methodology of in-depth evaluation of public policies social networks by Rodrigues (2008), allowing us to outline a critical structure that enables an in-depth analysis of the program content and its implementations. This research investigates all interventions carried out from 2019 to the first half of 2023 and analyzes the scalability of the project over the years, comparing the projects carried out with the conceptual bases of the policy, in order to understand how the dynamics of implementation in the city were carried out. of Fortaleza and how the diversity of neighborhoods is considered in its application. The "Caminhos da Escola" Program in Fortaleza reveals advances in promoting child mobility and creating safe urban spaces for children within school perimeters, however, challenges such as disarticulation in implementation, lack of clarity on sustainability and disorderly expansion indicate gaps to be addressed and discussed.
