Resumo: The first objective of this research consiste do fassessing the INSS Digital Project, through the eyes of the servers, in order to understand the forms taken by work, in this setting the Public Administration obtains management templates from the private sector. The research made use of a critic-dialectic evaluating perspective, which, unlike traditional evaluations, is focused one valuating parameters such as the efficiency and effectiveness of policies. Characterized by its qualitative approach, the research focused on the understanding of the meanings of public service work in the context of the current digital shift, as opposed to mere measurement. The data collection was done through a bibliographical research in books and journals, as well as documental and field research, taking place at APS Fortaleza Messejana, in the city of FortalezaCE. During data collecting, aside from the interview, there was the use of participant observation, a field journal and the content available in social networks, groups of servers. The data analysis was performed based on the Content Analysis. In the research’s development, it was necessary to learn the fundamentals of the capitalist State and its tupiniquim (Brazilian terminology) version, harking back to the advent of neoliberalism and the Managerial Reform, in Brazil. The theoretical discussion also contemplated the debate of the work force to deal with its materialness in the modern day, to learn how it resonates with public service. Telework was studied as a new type of work. Among the results, in place of supposed privileges, public servers were found to be without focus, vilified by our time, working in a way that is frantic, intense, painful e precarious.
