Resumo: The present study thematizes the Housing Policy from the point of view of social work in housing. It seeks to problematize housing as one of the main issues in contemporary times, in the face of Brazilian industrialization and urbanization, especially when considering the high costs of housing, which ends up producing selective access, excluding, therefore, the economically disadvantaged groups. Its general objective is to evaluate the social work in housing in the city of Fortaleza, based on the perspective of in-depth evaluation, from the perspective of professionals who perform the actions, considering social participation and between the lines of the process of social inclusion/exclusion. of politics in the context of contemporary capitalism. This is a qualitative, exploratory research, which highlights the perception of social technicians, pointing out the limits and possibilities found in the execution of actions and in the guarantee of social work in housing committed to autonomy and emancipation. Data collection was carried out through bibliographic and documentary research, in addition to interviews, with subsequent analysis of the speeches of the actors involved. The research results indicate that there is a weakness in the process of carrying out social work. First, the social participation of the beneficiaries in all stages of the intervention is still considered small, given the importance of collective construction and the transformations made possible by the policy. The inspection and monitoring of social work activities by the Public Entity were also considered insufficient, taking into account the outsourcing of companies for the execution of social work, which can compromise the expected results. Finally, the research revealed that the social inclusion of families reached by the housing policy and beneficiaries of social work is still precarious, given the enormous challenge of articulating public policies and guaranteeing access to the city.
