The Health Economic-Industrial Complex (HEIC) is characterized by being one of the greatest areas of competitive dynamism. Understanding the interactions within a productive and innovative health system is important so that public policies can be formulated to foster new forms of industrial and technological development, in this case, taking into account the extension of HEIC. This research aims to propose an analytical framework to study the HEIC in Alagoas, Brazil, from the University Hospital Professor Alberto Antunes network of interactions with the local productive arrangement (LPA) of health in Maceió, the capital of Alagoas. The dissertation is fundamentally based on a theoretical, conceptual and methodological approach developed by the Research Network on Local Productive and Innovative Systems, which focuses on the vision of systems and local productive and innovative arrangements, privileging the industrial development approach and innovation and knowledge economics, and, thus, generating specific knowledge to the LPA of health in Maceió. For the elaboration of this work, several scientific articles and theses from national and international authors were analyzed, extracting data from the Department of Informatics of the Unified Health System, Department of Primary Care, State Department of Health of Alagoas, among others, as well as visits to the hospital to obtain critical information. This study can identify that most hiring of the services are from other Brazilian states, demonstrating the fragility in the interaction of health service providers in relation to the local productive system. Thus, this study may contribute to the understanding of HEIC in Alagoas, for the connection between the various agents that integrate the Health Innovation System, that is, the interaction between the health services providers, in the case of this work, the hospital with the other components from the LPA of health in Maceió.
