Resumo: | This study there is aims to understand relation between groups of political-economic power with public transportation of Maringa and how they articulate for develop pub-lic policy for this service. To base our analysis, we use the concepts of production of urban space, power, urban policies and public transport policies. Besides, we explain definition of pressure groups and of interest groups, which it was need for build the concept power groups, for explain the role of Associação Comercial e Em-presarial de Maringa (ACIM), together Conselho de Desenvolvimento Econômico de Maringa (CODEM), the company Transporte Coletivo Cidade Canção (TCCC), Maringa City Council and Maringa City Hall. Then, for to analyze the articulaties these groups in the execute of policies public, we elaborate the network of power the public transport of Maringa. For It doesn't to restric the actions of power groups, it used names constitute Conselho Municipal de Transporte Urbanos, Conselho Mu-nicipal de Transportes Públicos e Mobilidade Urbana and those who participated of Comissão Parlamentar de Inquérito dos transportes (CPI), happened in the city of Maringá, with objective to verify the bond of other groups/actors in the network and the role power groups this context. Thereby, we identify that power groups it control the relations for to keep benefits, advantages, informations and profits, due to power political-economic they exercise about the subjects the of public transportation. To reach this conclusion, we base the o analysis in three indicators: centrality, it quan-tity of bond an actor have network; betweenness, which actor is the medium for other people of the network if communicate; closenness, corresponds capacity an actor be closer others in network. Therefore, we conclusion that power groups con-trol, by means of policies publics, a network of relations and informations to prevail their interests, that there are effect in the quality of public transportation. |
