A cultura constitucional no Brasil

Resumo: This study analyzes the idea of constitutional culture from the standpoint of the theory of the constitution as a cultural science, and the phenomenon of its erosion generated by deliberate failure to observe the Brazilian Constitution and by its remoteness from the people. Based on the parameter of Brazil’s constitutional evolution, marked by authoritarianism, and the promulgation of the democratic Constitution of 1988, which was an opportunity to form a new constitutional culture, we analyze the factors that show the current erosion of Brazilian constitutional culture. Among these factors is the remoteness of the Constitution of 1988 from the people, demonstrated by surveys about the level of popular knowledge of the constitutional text, in particular the survey carried out by the polling firm IBOPE for this study. In light of this situation of erosion, we argue that the Brazilian government needs to do more to promote constitutional culture. At the end, we present some proposals that can help develop and expand this culture
