Resumo: |
Health policy in Brazil as we know it resulted from more than a century of struggles and demands. During this period, the country experienced the adoption of the most diverse measures, in different social, economic, and political contexts. From the years of empire to the new republic, they adapted and contributed, one by one, to the formation within Brazilian society of movements that would demand the creation of a public and universal health system, which would fully meet the population’s needs. In 1988, health became everyone's right and a responsibility of the State. However, although foreseen in the Constitution, the transfer of limited resources to SUS was not able to guarantee it as such. Since its early years, many were the challenges faced to finance it and, thus, make available the values capable of maintaining the quality of the services offered and its operation. Many were also the proposals that emerged to face the problem and, more recently, some stood out for their contribution to the most current discussions. This work intends to discuss the history of public health in Brazil and, through a critical reading of the bibliography, discuss the main problems related to its financing, seeking to present the proposals to solve them based on the analysis of the plans elaborated by relevant institutions |
