This thesis focuses on the study of information systems in use in the area of social assistance, with an absolutely recent approach, marked by years since 2005, and how is the sharing of such systems among federal entities under the Unique System of Social Services SUAS ( Sistema Único de Assistência Social). Based on field study, we took as an example the case of State of São Paulo and, therefore, the State Department that manages the National Policy on Social Services and three counties, Jacareí, Sao Jose dos Campos and Louveira, besides the National Agency of Social Services SNAS (Secretaria Nacional de Assistência Social). The study revealed that there is strong correlation between the size of the municipality and their installed capacities, especially infrastructural, encompassing human and financial resources; and in this sense, the best installed conditions were also resulted in affirmative application of technological resources in the policy management and therefore, of the SUAS. It was confirmed that the state and municipal information systems are more fragile than those produced at the federal level; however, its effectiveness depends on the mass participation of the municipal entity, especially in the registry and data imputation. Information systems are more appropriated to the solution of responses to the TICs projects for which they were created, and in this sense, although the systems designed in the municipal level are more precarious than others, certainly give more usefulness for policy management in this context. The genesis of the construction of information systems at the federal and state levels is marked by the attention of immediate needs and oriented to justify the transference of resources from the Social Services funds. The content of the information provided by these systems are still of low quality to the municipal level, although being the main executor of welfare services |
