This work has by objective carry out a study of the popular participation in public management faced with bibliography revision about theory democratic; search still a relevance analysis around participation for the realization of the democratic process. With this purpose stressed the debate in the dichotomy between democracy representative and the"theories alternative". The study split into thee chapter, the which will serve of base for the instrument theoretical popular participation on the decisive process in public management, through representation around the styles democratic and an analysis about construction history of popular participation process in Rio Grande do Sul, drawling one parallel between Budget Participating RS and Popular Participation Process, on attempt get deeper the way how the two styles were builded in a history, returning to discussion about practice that carry out the popular participation.
