Participação popular e lazer no orçamento participativo de Belo Horizonte

A public intervention in the leisure area should be guided by the democratizing access as well as by the popular participation on definition of fundamental public policies, because of its social, individual, subjective and cultural character. In Belo Horizonte, one of the tools considerate by town hall as democratic is the Orçamento Participativo (OP), pointing as a reference in public administration area. Thereby, this work pretended to analyzes the Orçamento Participativo of Belo Horizonte as tool of participation for the definition of publics demands related to leisure. The research had the intention to contribute with the discussion about topics like participative management, public policies of leisure and participatory budgeting. The study was realized considering the processes and the products focused on subject, by documental analysis and applying questionnaires for citizens that participate of the biggest part of OP executive process, the members of Comissão de Acompanhamento e Fiscalização da Execução do Orçamento Participativo (COMFORÇA). The time frame of document analysis in question had considerate the documents referent to the Orçamento Participativo Regional of Belo Horizonte since its creation, on 1993, until its edition of 2013/2014, started in 2012. For the data treatment, was used the content analyze, from the establishment of semantic categories, and the statistic analyze, through the SPSS, a scientific software, very used on social science, analytical and statistical application. The Orçamento Participativo Regional of Belo Horizonte is one more participation instance, that allows the access to accountability, induces the redistribution of resources and is potential policy learning developer. But, there are some methodological obstacles that decrease the decision power of population. Regarding the leisure place on OP, it was found that the participations of this research yet don`t considerate the topic as priority for the composition of regional demands, nevertheless, its representatively forward others topics has growing on each edition. The research points the necessity to create others participatory means for the public policies definition that considerate the leisure demands suppressed on OP process.
