Resumo: This work analyzes the communication dynamics among actors concerned with the environmental rehabilitation project of Sepetiba, a poor neighborhood located in the west side of Rio de Janeiro city. A historical approach is elaborated in order to reveal the degradation path along more than twenty years of continuing industrial and domestic pollution. By mapping local agents, characterizing the information flux among them and analyzing their discursive interactions, it was verified the existence of a clear gap between the decision-making process in the public institutions and the local community s expectations concerning the environmental recovery project in the area. The present study concludes that, to be effective, a communication dynamic must consider the discursive differences among actors, especially in places like Sepetiba, where a considerable cultural distance is observed among the local community and the public bureaucracy. With this approach, the work aims to contribute to the knowledge improvement on network dynamics in order to foster a more participative process for local environmental issues
