Resumo: | This study aimed to analyze the process of structuring and institutionalization of the Learning in Curitiba and Metropolitan Region Program after the year 2000 (Act no. 10 097). We sought to identify those who work directly in the process of implementing the program and select those that produce the greatest impact in the case. We adopted a predominantly descriptive, qualitative approach, using multiple sources of data on the use of the strategy of case study. The level of analysis was interorganizational and analysis unit was established by the strategic conduct of people that are responsible for implementation and program management organizations studied. Data were collected through observation, interviews and review of documents and treaties based on document analysis and content analysis. We conclude that the Law no. 10.097/2000 is a benchmark, but does not mean that their existence (even coercive) to determine and standardize the program for different social actors, since certain legal aspects are not explicit but are interpreted by them, which modify practices and determine actions according to their understandings and interests. The actors do not react directly to aspects of the law, but the meanings assigned to them. |
