Resumo: | Recent studies on the Transformative Innovation Policy (TIP) theoretical approach have expanded the possibilities for analyzing the socio-technical transition processes. The awareness that the particularities of different territories mediate these processes in a different way stimulated a closer look at local singularities at the expense of generalities, the most common form in sociotechnical transition studies. Government policies and programs often prove to be ineffective or have a low capacity to transform the reality in which they act. This is evident in countries with very different territories, such as Brazil. Therefore, this study sought to describe how the actions of actants relate to transformative innovation policies in the process of socio-technical transition in an arrangement of winemakers in Santa Catarina. The study started from the thesis that public policies will have more transforming capacities of the local reality if they are structured considering that regional particularities can trigger different reactions from one place to another. In order to reach the necessary level of analysis, the bases of the actor-network theory, which is consolidated as one important theory of practice, were incorporated into this study of sociotechnical transition. The empirical case chosen was that of a collective arrangement of small winemakers – grape or wine producers – which was formed and is being developed with the objective of legalizing all members, increasing the quality of products and improving production processes. The arrangement is immersed in an environment that involves public policies and has a very stable regime. The methodological procedures were structured from the theoretical bases of sociotechnical transition, TIP and actor-network. A case study of naturalistic bases was carried out, with a look at everyday practice and a relational and flat ontology, in addition to the acceptance of the generalized symmetry between human and non-human actors, regarding the capacity of agency. Thus, a cartography of controversies was developed in which the collection actions were, mainly, the interview and participant and non-participant observation. The main conclusion of the study is the confirmation of the thesis that public policies will have more transformative capabilities if they observe the particularities of each territory involved. This conclusion was reached through the observation of behaviors that were closely related to the trajectory of the socio-technical transition of the one situated and were very characteristic of the people in that place, arising from their socio-historical and cultural constitution process. |
