Summary: | The Panorama of Brazilian Audiovisual Film Festivals is a yearbook of Brazilian audiovisual film festivals that open calls for submissions. The objective is to outline a profile of these events and its characteristics, creating a historical record to monitor the realization of Brazilian film festivals over the years and a basis for further research and the construction of public policies. The year 2023 brought news to the cultural sector. The return of the Ministry of Culture (MinC), which in recent years had secretary status, was the first indication that the area would once again receive strategic attention focused on public policies. As an example, R$ 2.4 billion were invested in public calls by the Audiovisual Sectorial Fund (FSA) (ANCINE, 2023). However, only 1% of the tickets sold in the national circuit were for Brazilian films, which generally did not go past the 4 PM screening time. The absence of the Screen Quota (Cota de Tela) since September 2021 contributed to a scenario of the national film's absence in its own market, a historical struggle for the sector (SOUSA, 2023). That is, funding for production is only one part of the problem to be solved, while better structuring of the audiovisual sector is necessary for its consolidation. The Screen Quota was reestablished by the Federal Senate only at the end of 2023, in effect for another 10 years (SENADO APROVA, 2023). After going back and forth since its promulgation, Complementary Law No. 195 of July 8, 2022, better known as the Paulo Gustavo Law (LPG), was finally applied throughout the year; Sharing the same principles, Law No. 14,399 of July 8, 2022, established the National Aldir Blanc Policy for the Promotion of Culture (PNAB), guaranteeing an annual federal transfer of R$ 3 billion to states and municipalities for direct use in the cultural sector over the next 5 years (2024-2028), with part of the resources also planned to be applied through public calls (LEI N° 14.399, 2022). Foreseeing mechanisms to support festivals/showcases, the effects of the LPG, PNAB, and diverse public policies will be noticed at the grassroots level within the festivals in 2024 and 2025, which will consequently update the majority composition of the circuit in terms of audiovisual enjoyment and exhibition opportunities. The year 2023 was curious for the sector. At the same time there was a certain emptiness, since traditional and consolidated festivals in the internal circuit, when seeking LPG resources, chose not to take place this year, there were more than 400 events held in the last 12 months, a record in the historical series of the yearbooks, configuring an increasingly dynamic and plural sector. All this in a scenario where in-person, hybrid, and online exhibitions of these events coexist. A challenge, therefore, to its own cataloging. Some data: - 411 festivals and showcases held; - Most of the circuit is between the 2nd and 9th edition (53% of the total); - Short films featured in 98% of the circuit; Feature films in 31%; - 59 different themes cataloged; - Regionalized and university themes were most activated in 2023; - 7 Themes cataloged with more than 10 festivals/showcases in 2019: Regional; University; Student; Fantastic Cinema; works that address the LGBTQIAP+ context; Environmental; festivals focused on works directed by female filmmakers; Peak realization in the second quarter; - Online exhibitions alternate with the hybrid exhibition mode; - Predominant presence of in-person exhibitions in the circuit; - Almost 450 municipalities hosted a festival/showcase exhibition; - In-person exhibitions by Region: Southeast (42%), Northeast (21%), South (15%), Center-West (7%), and North (5%); Inter-state (2%). |
