Sažetak: | The Panorama of Brazilian Audiovisual Film Festivals is a yearbook of Brazilian audiovisual film festivals that open calls for submissions. The objective is to outline a profile of these events and its characteristics, creating a historical record to monitor the realization of Brazilian film festivals over the years and a basis for further research and the construction of public policies. The year 2022 dictated the start of a new beginning for the audiovisual sector, essentially marked by the end of the Federal Government's term and the sanctioning of the Aldir Blanc 2 Law and the Paulo Gustavo Law, not without back and forth. The Aldir Blanc 2 Law (Law No. 14,399 of July 8, 2022) established the National Aldir Blanc Policy for the Promotion of Culture, providing for annual transfers of R$ 3 billion to states and municipalities for actions in the cultural sector. Among the purposes of the Law's execution, Article 5, Item II, includes the "holding of projects, such as exhibitions, festivals, popular celebrations, fairs, and shows, in the Country and abroad, including coverage of expenses with transport and insurance of objects of cultural value" (LEI 14.399, 2022). The Paulo Gustavo Law (Complementary Law 195, of July 8, 2022), on the other hand, directs nearly R$ 4 billion from the surplus of the National Culture Fund (FNC) to states and municipalities to foster cultural activities, due to the impact of the new Coronavirus pandemic (PROMULGADA LEI PAULO GUSTAVO, 2022). Of the total amount, R$ 2.8 billion must be allocated exclusively to actions for the audiovisual sector, which provides in its Article 6, Item III, for "training, formation, and qualification in audiovisual, support for film clubs and the holding of festivals and showcases of audiovisual productions, preferably through digital means" (LEI COMPLEMENTAR 195, 2022). The law gives preference to online exhibition events, which may establish a share of this exhibition format in the Brazilian circuit, where in-person and online exhibition festivals have their own demands and coexist in representative quantities. Curiously, this is the scenario presented in the 2022 yearbook. Some data: - 384 festivals and showcases held; - 100 debut events; - Most of the circuit is between the 2nd and 9th edition (48% of the total); - 64 different themes cataloged; - 9 Themes cataloged with more than 10 festivals/showcases in 2019: University; Regional; Fantastic Cinema; focused on works addressing the LGBTQIAP+ context; Student; Environmental; festivals focused on works directed by black filmmakers; festivals focused on works directed by female filmmakers; children/youth; - University festivals return to being the most offered theme, but far from the quantity of the pre-pandemic period; - Schedule of realization: peak in May, in the first semester; in the second, November; - 64% of the events exclusively dedicated to the submission of Brazilian works; - In-person exhibition consolidates its return, exclusively; with adherence of almost 80% of the total; - Online exhibition suffers a drop, but is still utilized; - Hybrid exhibition is established as an alternative for realization; - In-person exhibitions by Region: Southeast (31%), Northeast (19%), South (14%), Center-West (8%), and North (3%); Inter-state (2%) and online (23%), taking away the centrality of the Southeast Region; - DIA - Dia Internacional da Animação takes place in 2022, bringing in-person exhibitions to more than 100 cities across the country; - 247 municipalities hosted some festival/showcase realization, composing 4% of the national territory. |
