Innovation is capable of acting as a promoter of economic development and, in recent years, many policies have been directed to the promotion of innovation in the country, which is mainly aimed at Brazilian universities, where most of the national research is developed. The main way to measure innovation is through patents, and since the Bayh-Dole Act in the United States in the 1980s, studies on patenting by universities have intensified. In this context, the interest in the investigation of the impact that public investment in university research exerts on the production of patents in these institutions also grows. In the context of the international literature, it is observed that there is an indication that the increase in research investment is related to an increase in patent deposits. Therefore, it is opportune to verify if the Brazilian reality is adherent to the international context. For this purpose, the total number of patents deposited by the Brazilian federal universities at the National Institute of Industrial Property (INPI) was analyzed in relation to the total investment in research infrastructure provided by the Sector Fund CT-INFRA, from 2002 to 2016. In this study, Quantitative methodology was used, in accordance with similar studies, specifically the linear regression analysis using the ordinary least squares method (OLS). The sample consisted of the 57 federal universities that from 2002 to 2016 received funds from CT-INFRA at some point. The result indicates a positive correlation between the volume of investments of the Infrastructure Fund and the volume of patents deposited by the federal universities in that period. |
