Resumo: This thesis discuss the insertion of universities and public labs in a national system of innovation, presents statistics of patent applications of these institutions and analyses the role of patents as a channel of technology transfer. This work presents an original survey on technology transfer from universities and public labs in Brazil. It is analyzed 271 technology transfers made by research groups comparing the type of technology transferred to the channel used. Chapter 1 discusses universities and public labs and their contributions and relations with other agents of the national system of innovation. The growth of patent applications mad by universities is studied in Chapter 2. Chapter 3 analyses the survey results. Chapter 4 discusses the question: should universities patent their inventions or not? One of the main results of this thesis suggests the patents are not a pre-condition to the occurrence of a technology transfer, although the patent importance is considerable when the technology is a new product and the firm has certain capability to absorb the technology knowledge.
