With the theme of another economy happens: public policies for the solidarity economy in Pernambuco, we intend to analyze the initiatives of the Federal Government and the State Government while designing and purposes. As a result of the crisis of capitalism and unemployment has emerged between organized civil society, experts and policy makers debate about what role the state should take to address the problem and include people in productive work and hand the allocation of work . In this context, the solidarity economy has to be based as another way to tackle the problem beyond paid employment since aimed to promote various forms of economic organization based on collective work and administrative self-management. The performance of this policy in the state of Pernambuco has opened up a range of possibilities for addressing the employment crisis and emancipation of the workers involved, through the organization of production and marketing of various solidarity enterprises. The study of the social economy of public policy here seek to analyze the actions as strategic for state action, in addition to the inter-relationships between society, economy and politics. We must study the projects and actions developed in the state of Pernambuco, with emphasis on its guidelines, internal structure, budget allocation and implementation capacity, focusing the analysis in the last 10 years, and tabulate and analyze the data of the Information System for Solidarity Economy in particular on the undertakings and entities surveyed in Pernambuco. |
