The present work had as general objective to analyze the contributions of the community leadership for the adoption and development of Social Technology (TS). To this end, the following specific objectives were derived: 1) to analyze the socio-economic profile of the leaders and followers of the associations; 2) to identify the main activities of leaders and followers in the development of the 1 Million Cisterns Program (P1MC) and; 3) analyze the benefits of using the implemented Social Technology. The literature review included studies on public water policies, social technology and leadership. In relation to methodological procedures, this study is classified as to nature as qualitative and quantitative and as to the objective as exploratory and descriptive. Data collection took place through semi-structured interviews with leaders (n = 5) and led (n = 50) from 5 (five) associations of small rural farmers in the municipality of Pombos-PE. For the operationalization of the research objectives, the content analysis technique was used, instrumentalized using the Atlas.ti software, for the open questions, and for the closed questions, the descriptive statistics analysis technique was applied. As main results it was found that the socioeconomic profile corroborates with the profile of the priority public that the policy intends to reach, in addition to being in line with other studies with regard to low schooling and poor conditions of families and high participation in other social policies . The main contributions of community leaders in the adoption and development of the social technology in question, found in this research were the exercise of three functions in the community: administrative function, negotiator function and empowerment function. It was verified that the administrative function is focused on activities related to the management of associations, the role of negotiator is focused on articulation (networking development) and fundraising of the most varied types, and the empowerment function that is focused on the action of the leader for community members. From the use of the cistern, families began to perceive some benefits, among them the primary benefits (those directly linked to the program's objective): 1) water for drinking and cooking; 2) water quality; and 3) improvements in health. The other 5 benefits that are related to the new routine after the adoption of the cistern and access to a structure that allows the storage of water, named in this work of secondary benefits: 4) ease of access to water; 5) reduction of physical effort; 6) time savings; 7) access to water infrastructure; and 8) water storage. |
