Resumo: The general objective of this study is to analyze how the processes of issuance of Use Concession Contract (CCU) and of Domain Title (TD) in INCRA/SR (03) are carried out. In this sense, two specific objectives guided the execution of this research: to describe how the flows of processes related to CCU and TD emission occur in INCRA / SR (03); and identify the critical points of CCU and TD emission processes in this organization. In the theoretical basis, studies of the area of process management were used, in addition to those that investigated the specificities of public organizations and related the critical points of the processes in these institutions. As a research strategy, we opted for the qualitative study of a single case conducted at the Regional Superintendence in Pernambuco of INCRA. As for the corpus of this research, it consisted of the transcription of the interviews conducted with INCRA / SR (03) servers involved in the CCU and TD issuance processes, by the written notes from the observation of the execution of the activities that compose these processes and by the documents, standards and regulations related to them. Thus, the collection of data occurred through semi-structured interviews, non-participant observation and documentary analysis. For the analysis of the data, this study adopted the technique of content analysis performed from a preliminary categorization, inference and interpretation of the data and definition of the final set of categories. To support the systematization of the data analysis, the Atlas / Ti software was used. The results showed that the practical reality of the process flows executed in INCRA / SR (03) differs from what was foreseen in the current regulations, one of the reasons being the lack of guiding Normative Instruction in comparison to the reality of the organization. As critical points of the processes investigated, we identified: organizational culture, available technological resources, organizational structure, normative aspects, communication, excess formalism and paperwork, human capital, budget constraint and dependence on actions organizations. It is concluded that there are differences in the way the processes are executed in practice and that most critical points are not manageable by INCRA/SR(03), because they are determined by factors of the external environment (INCRA/SEDE, Federal Government and other organizations).
