This research aims to ponder on the challenges and contributions from municipal urban policies towards urban adaptation and of water resources from river basins in the context of climate change. Environmental transformations, in particular those resulted from human activities have been causing irreversible impacts on the environment, with emphasis on water resources, which incise on the impacts related to climate change and vice versa. Developing evidences from climatic and environmental changes encourage efforts towards the promotion of balance between human activities e and nature, which confronts a great number of challenges nowadays. Despite of Brazil’s privileged situation related to the availability of natural resources, especially water, the national territorial distribution of hydric resources is unequal and its availability situation tends to deteriorate with climatic alterations that fall upon the hydrological cycle. Besides this, the population growth and its consequent densification in certain regions lead to an increase on the demand for water and often to a predatory occupation of protected areas unfit to urban settlements contributing to reduce the availability and quality of this important resource. These elements, among others, derived from climate change and anthropogenic actions on the territory intensify the environmental degradation. The instruments of urban planning, if properly implemented and articulated with environmental management measures, can be important agents to transform this reality. City Planning is the main instrument of urban planning within the brazilian normative framework, which guides the physical and territorial development of cities. It is expected that the Cities’ Planning can incorporate strategies aimed at urban adaptation and at reduction of existing and future vulnerabilities of population and territory to the possible impacts of climate change. Regarding river basins, it is also expected that this instrument will promote mechanisms and tools capable of contributing to minimizing the effects of this phenomenon on water resources and the degradation of the protected areas of river basins. The Metropolitan Region of São Paulo shows a critical situation regarding the availability of water versus urban occupation. Climate change can endanger the water supply of the population, and in case it is associated with the predatory occupation of protected areas of fountainhead, it potentiates he problem. Therefore, this research aims to ponder about the challenges and contribuitions of municipal urban policies with the urban and hydric management adaptation on river basins in the context of climate change. This research is based on the importance of the development of studies and urban strategies committed to confronting the challenges posed by the water-environmental crisis, intensified today by the uncertainty of the context of climate change. |
