Governo eletrônico, democracia digital e comunicação pública: a presença do poder judiciário na internet

Resumo: | After being spread by the Executive and Legislative on their achievements in e-government and digital democracy, the new information and communication technologies have become more used in public communication of the Judiciary main organs. The general goal of this research was to produce a wide diagnosis of the quality in the exploitation of the technologies in the superior court portals of the Judiciary - Supreme Federal Court (STF), Superior Court of Justice (STJ), Supreme Electoral Court (TSE), Superior Court Labor (TST), Superior Military Court (CSJT) - and their main inspection bodies - National Council of Justice (CNJ), Federal Justice Council (CJF) and Superior Labor Justice Council (CSJT). The specific objectives were: a) characterize the quality of digital public communication about the roles played by these institutions in the context of the current of Powers in Brazilian democracy; b) characterize the use of digital public communication initiatives that promote management transparency; c) assess the information availability on closed and ongoing cases, relevant legislation, jurisprudence documents (dockets, sentences, publications etc.) and other services; d) identify interaction mechanisms with the public; e) propose directions for the improvement of digital public communication of the Judiciary. The results indicate that the portal show satisfactory results in institutional information propagation; services and promoting transparency, but the scarcity of interactivity resources, hypertext and multimedia is observed. It is presented the need for e-government and digital democracy iniciatives that widen he spaces obtained by judicial institutions in face of the media visibility, in a perspective of communication directed to the public interest, transparency of actions, service delivery efficiency and the expansion of popular participation |
