Resumo: | This study presents the behavior of the Education Development Index in two regions in São Paulo State, correlated with the spending per student a year as a proportion of the municipal GDP per capita during the years, after joining the Target Plan Everyone for Education Commitment. The general aim was to analyze and discuss the relation between spending per student a year in the initial grades of basic education and the development of the municipal education quality represented by EDIB quality indicator as evidence of commitment and responsibility to the quality of education. The specific aims were to analyze the EDIB of the municipalities across the goals to be accomplished by the municipal school system; calculate and explain the relation between spending per student a year and GDP per capita and the development of municipal EDIB; identify the annual investment increases per student to achieve the goals of the Commitment. This is a quantitative study, which used statistical methods for analysis of the variables. The central emphasis of the discussions was the fulfillment of EDIB goals through municipal adherence to the policy, Target Plan Everyone for Education Commitment, focusing on the quality of education and on the planning called Articulated Action Plan, which estimates investments for each student a year in order to achieve the goals. The results indicate that the policy designed to strengthen the collaborative, by decree for the fulfillment of EDP goals for improving the quality of education, has not shown significant effects for some municipalities in the regions analyzed, since the number of municipalities failed to meet the targets is increasing over the years.
