Resumo: This work aims to evaluate the process of institutionalizing innovation in three federal universities in the State of Rio Grande do Sul: the Federal University of Rio Grande do Sul (UFRGS), the Federal University of Santa Maria (UFSM) and the Federal University of Pampa (UNIPAMPA). Referenced by the Triple Helix theory of Etzowitz and the theories of Dimaggio and Powell and Tobert and Zucher, it seeks to identify the level of institutionalization of the previous innovation, covering the organizational field theory and the mechanisms of institutional isomorphic changes. This research has a descriptive and qualitative approach and stands out as a multiple case study, the instruments to obtain data were a semi-structured interview and a documentary research. For data analysis, the content analysis method is used. As main results, one can observe the institutionalization stage of the researched associations and an analysis model of the institutionalization process of innovation in universities. The institutionalization stages were based on the theory of Tolbert and Zucker. It was concluded that UFRGS is in sedimentation, an advanced stage of institutionalization, UFSM in objectification, an intermediate stage and UNIPAMPA in habitualization, an advanced stage as an initial stage in the process of institutionalizing innovation. As a complement to this social study, in addition to the contemporaneity of the theme, the work highlights the approach of public universities in the area of innovation, encouraging and guiding the institutionalization of innovation, fostering investment and economic and social development for the region where the institution is located and for the country.
