Governança pública e eficiência municipal: um estudo a partir das decisões do tribunal de contas dos municípios da Bahia entre os anos de 2009 e 2015

Resumo: The objective of this dissertation was to evaluate the relationship between public governance and municipal efficiency, measured by the decision in the Preliminary Opinions of the State Municipal Court of Accounts (TCM-BA), from 2009 to 2015. The concepts of public governance and municipal efficiency were used in the theoretical framework. The data of the variables were collected on the website of the National Institute of Educational Studies and Research Anísio Teixeira (INEP), Brazilian Institute of Geography and Statistics (IBGE), Superior Electoral Court (TSE) and the Bahia State Municipal Court of Accounts ( TCM-BA). A quantitative analysis was carried out, using logistic regression in panel, being established as variable explained as a dimension of public efficiency the decision in the previous opinions of the Audit Court of the Municipalities of the State of Bahia (TCM-BA): approved or rejected decision. The results indicate that the variables "renewal index in the city council", "advice of the education council", "advice of the health council" and "Ideb (ProvaBrasil)" are influencing municipal public efficiency, percentage of councilors of the opposition "," schooling of councilmen "," existence of municipal council of education "," type of education council "," existence of municipal health council "," number of denunciations "," voters with full upper level "and" percentage of nominal votes ", had no influence on municipal efficiency. As main contributions, the results enrich the discussions on the factors of public governance, by identifying some variables as relevant to improve municipal efficiency. The results also allow us to suggest that more important than an opposition panel in the city council, which is expected to be ideal for supervision of the municipal manager, is the action of the municipal councils and the society itself in the renewal of city councils. In addition, the results of this work can also contribute to arouse the interest of society for the importance of social control in political processes. Among the main limitations of this work are the realization of the research within a single state and the lack of a qualitative analysis with some governance actors, such as representatives of municipal councils, court of municipal accounts and even public managers. As suggestions for future studies, extending the study to the rest of Brazil may be an opportunity to compare possible differences between results across states and regions. It may also be relevant to include new variables in other statistical models, besides conducting qualitative studies with the objective of understanding and investigating aspects of the functioning processes of actors such as councils and how to create instruments that enhance the effectiveness of these actors in increasing public governance, which will tend to increase efficiency in public management
