Resumo: The purpose of this study was to assess the perceptives of Reduc, from multiple perspectives: employees around residents, who were attracted - and then - provided by the project. The study allowed to compare the promises of economic and social development made by the Government to build the refinery and the current discourse of sustainability of Petrobras, owner of the company, with the perception of residents of the community around it. Ontologically, was based on critical thinking, and methodologically, ethnography and its variant, photoethnography. The field has shown that there is compliance on the part of social Reduc and that the population feels abandoned by the government and not fooled by the speeches organizational met.
