This study surveyed international organizations (governmental, private, philanthropic, charitable and voluntary) working in the field of local development in Duque de Caxias. The research revealed that the scope of action of these organizations include a wide range of projects, without, however, coordination amidst them and no real connection between them and the local public administration. The dissertation is divided into three parts: the current context of international organizations in the field of local development, the local context of development in Duque de Caxias, and finally, the results obtained in the survey. The chosen methodology framed the research as being eminently exploratory, using three main technical procedures: literature review, desk research and case study. The results pointed to problems such as lack of coordination and articulation among the spheres of government, overlap and repetition of activities and media opportunism, and lack of empowerment of local actors involved, whether in the spheres of government, local agencies or the institutions that acts as partners or agents of change in project management and project implementation. |
