Estudo e análise crítica da política de saúde para o idoso no Brasil: o caso de Duque de Caxias

Resumo: This thesis aims to evatuate the public health service dedicated to elderly, part of the population aged 60 years or more in Brazil, in order to compare the provisions in the Law with the day-today practice. This comparison can help in the formulation of new regulations or adequacy of the current ones. For this, after introducing the topic justifying the sellected group, it was presented the Brazilian Public Health System with a description of its origin, development and legal framework as well as the regulation of Public Health Policy aimed to the elderly as the National Aging Policy, the Elderly Statute and the National Health Policy for Older Persons. From the analysis of this framework there were built four questionnaires whose responses and subsequent analysis allowed to diagnose this segment. These questionnaires were applied in clinics in Duque de Caxias, Municipality of the State of Rio de Janeiro City resulting in a number of shortcomings in service measured. Among those there can be mentoned the lack of knowledge level of managers of health facilities, lack of professionals and the traini ship nature of their form of contract labor, the lack of communication between the actors involved, the discontinuance of the service, the difficulty of access of the elderly that are dependent and the inadequate infrastructure. The methodology to develop this work framed this research as exploratory. Three techniques were used for its development – literature research, applied research and case study.
