Resumo: This paper has the goal to question, from a historical perspective, the process of the institution of the Heteroidentification Commissions as a determining mechanism for the use of racial quotas in Brazil. Therefore, the trajectory of affirmative actions institutionalization in educational policies is evidenced with focus on the Black Social Movement protagonism. Furthermore, we present a survey of the institutions that have established the heteroidentification criterion as part of the entrance selection, highlighting feasible paradoxes in the conduction of these works. At last, we bring to the surface the conflicts that involve this theme, outlining perspectives on this matter for the Brazilian context.
