Planejamento urbano e de transportes baseado em cenário de mobilidade sustentável: o caso de Uberlândia, MG

Resumo: This study applied the Index of Sustainable Urban Mobility (I_SUM) developed for the city of Uberlândia, MG, in 2011, based on 9 areas, 37 themes and 87 indicators, establishing a measure of the quality of urban mobility through a normalized value between zero and one. The value found for Uberlandia was 0.69, and the closer to one the better and more sustainable are the mobility conditions of the population. The 87 indicators were analyzed by experts in urban mobility, which pointed deadlines for improvement of indicators with low valuation, corresponding to periods of municipal mandates: four years, eight years or more than eight years. Costs for improvements and political risk measured into low, medium and high levels, also were appointed to improve the indicators. Based on the evaluation of experts it was possible to apply a method of planning through evaluation of a scenario in a time horizon of eight years, in order to obtain alternatives to adapt the city to the concept of sustainable mobility. The proposed scenario was \"the new house developments should necessarily be created with the concepts of mobility and generation of sustainable trips\" in which experts assessed how the score indicator would behave in five situations: much worse, worse, would be maintained, improved or much improved. The objective of the application of the scenario was to verify the impact generated into I_SUM by different trip generation rates, called sustainable trips. It was also made a survey of the legal restrictions on the deployment of Trip Generation Hubs (TGH) in the city and a survey of trip generation rates observed in some TGH for both motorized as well nonmotorized modes. It is expected that the result of this work can help technicians and municipal managers in enforcing the Brazilian Federal Law n. 12.587, in order to the city fulfill the population desire for mobility and that this desire is achieved through sustainable trips.
