Resumo: | The rnarket regulalion is a fundamental factor in infrastrueture sectors. In the Brazilian clcclric induslry, whose enterprises vvere privatized in the 1990’s, the regulatory governance is a competence of National Electric Energy Agency, Aneel. The agency was created in 1996 to rcgulate the elcctric segment and to promote the competition in the sector. Nevertheless, the privatization and the rnarket regulation have not created an attractive environmenl to investments. One of the negative points is the great instability of the regulation, duc to its constant modifícations. The clectricity induslry is an infrastrueture activity and the changcs in this sector cause impacts on sevcral other segmeuts of the economy. T his is what happens in the aluminium induslry, whieh is employing resourees to lhe self generation of clcclric energy. The aluminium produetion requires a high consumption of clcclric energy that represents a rclcvant part of (hc produetion cosls. In this regard, the changcs in clcclric energy regulation and (hc low altraclion of invcslmcnts to that rnarket cause insecurity to lhe great eousumers of energy, like lhe aluminium cntrcprencurs, who choose to generatc ils ovvn elcctric energy necessary to the metal produetion. |
