Resumo: | This dissertation discusses the relations between Executive-Legislative actions on local politics, analyzing and classifying the main laws approved in the City Council of Uberlândia during the legislature 2013 to 2016. We also present an analysis on the Mayor’s, Deputy Mayor’s and the City Councilors profile for the same period. This work aimed to describe the effects of the legislative process on the approval of laws and the performance of representatives in local levels. We created a database to observe and classify the collected information. We implemented one documental research based on laws, decrees and projects found in official documents at municipal levels (exclusively in Uberlândia). The data and laws collection methodology consisted on one depply research in the websites of the the Municipal Administration, the City Council and the City Official Papers. We collected all the approved laws, Complementary Laws, Ordinary Laws, Delegated Laws, Decrees and Ordinances. As well we observed the legislatives agent profiles (name, gender, birth date, capital goods, children, education, shareholders' equity, declared assets, occupation prior to the mandate, party affiliation, political coalitions, etc.) with information provided by the TSE (Supreme Electoral Court) and TRE-MG and (Regional Electoral Court). This work concentrated efforts in the evaluation of municipal issues, emphasizing the legislative process and the profile and actions of legislators. The data were structured with the intention of showing the power relations in the City Councils. This work will be available for future research on the city Uberlândia and for comparative research in other towns. The results show the advantage iniciative of Executive Power laws over the Legislative branch, characterizing a high performace of the Executive in the elaboraton of local laws. This happened, among other factors, due to the stong power agenda of the municipal Executive branch members and due to exclusive iniciative matters, like the Organic Muncipal Law. The profile of the legislative members was primarily composed of males, at a mature age (35 to 59 years). Entrepreneurs and farmers were the occupations with the highest success rates to confirm victorys at the parliament.
